MATRIX SIGNIFICANCE ANALYSIS
The context of the present project is about the deep analysis of the strategic environmental assessment as it has been formed and integrated in the legal eia system and its role in the eia concept, the role of plans and programs and the characteristics of their structure in the planning process in general and in touristic sector in particular, the aspect that tourism has a double role meaning that is a product and an environmental process at the same time with spatial and none spatial characteristics in South Europe terrain where during the last decades occur geomorphology events and old solid beliefs are modified concerning the traditional touristic markets and above all the way natural resources are used by science and industry.
Matrix Significance Analysis is about integration of conflicts from the sides of various involved stakeholders using not the binary logic of on and off but the grades of truth in a multilevel process. In this meaning each factor is responsible for its own part so the hole responsibility is shared. According to this approach an impact can belong in two parts while there is a central value of the impact and a range with min and max values.
The result would be a physical number that has not a subjective definition but is an objective information (data+value) by itself.
Finally, it is estimated that with this approach the transition from the traditional eia approach to the new one is coming progressively giving at the speechless biodiversity the position that has and deserves.
The strategic environmental assessment is an integrated system for early evaluation of impacts of plans and programs. The environmental logic of the fuzzy logic is an unexplored dimension of the strategic environmental assessment.
Towards this direction the fuzzy logic and the approximate reasoning can quantify the estimation of the significance of the impact adding a step forward to a new approach. Based in well known traditional and tested in a way theories both of environmental impact assessment process and the mathematical basis of fuzzy logic uncertainties the decision is better informed.
